The OCC is the first regulator to finalize its GENIUS Act stablecoin rule. The ban on issuers directly paying interest stays. An OCC official said third-party reward arrangements will be judged case by case, with authority to act against clear evasion. Utah's attorney general sued five Kalshi companies plus Susquehanna International Group and Susquehanna Government Products for running an illegal gambling business. The complaint says calling bets “event contracts” doesn't change what Kalshi offers.
